#9 Finding from 2025: Commissioner’s Office as Think Tank

The Finding

Of the 14 research reports released in 2025, there were a lot of key findings. The Utah Foundation’s Board of Directors selected the top 10. In 9th place:

“The Commissioner’s Office should be the key think tank for Utah Legislators and the Utah State of Higher Education Board.”

The Details

Post-secondary education governance looks different in every state. In our state, the Utah Board of Higher Education oversees 16 disparate institutions. The idea is, in part, to have a unified system that meets the needs of Utah’s students and employers. Being a unified system is important as times change and post-secondary education is forced to rise to meet new challenges. Clearly, the Commissioner’s Office is the best entity to pursue this role. Furthermore, the Utah Foundation suggests that it should do this via being the key think tank for Utah Legislators and the Utah State of Higher Education Board.

 

This figure shows how issues reach governing bodies. The Commissioner’s Office can resolve many issues, but sends some to the respective colleges and others to the Utah Board of Higher Education.
