TAKING OFF A CHUNK: Utah public schools have lost about $1.2 billion worth of funding over the past 20 years because of the state’s tax policy choices, according to The Salt Lake Tribune. The nonpartisan Utah Foundation reported that around 2.8 percent of taxpayer income in the state went to schools in 2014, down from 3.9 percent in 1995. One of the culprits: a 1996 constitutional amendment that allowed income tax revenue to be shifted away from K-12 education and to higher ed.
